The text submitted here shall address one of the key challenges of international involvement in post-war peace building: the build up of Public Broadcast Services in the countries of the former Yugoslav area.

This text shall not invent any new analysis and critics; it shall much more so sum up analysis and comments made by people deeply involved in and dedicated to the issue. Longer quotations from secondary sources there­fore are essential here, to present the broad debate existing and the voices of those dealing as experts with media affairs in the region.

This text is first of all an invitation to the debate. The author is looking forward any comments and contributions. The website will be updated with letters to the author as well as newer versions of this text - as a work in progress and a debate to last.
